The focus group permitted to apprehend what partners had learnt both from their
individual experiences and policies as well as from their involvement in the CreArt
project. It also facilitated the sharing of views on culture-led development policies
and initiatives between CreArt cities, which have been used to elaborate policy
recommendations for the promotion of creativity in the field of visual arts in SMSC.
Structure
This “Study on the contribution of artistic creation to local development” consists of
three main parts.
The first one gives a grasp of the cultural and creative sectors and the challenges
that they face in terms of access to finance, developing appropriate skills, the
internationalisation of the arts together with the adaptation to the digital shift and
how to trigger participation in the arts.
The notion of culture-led development is then presented followed by a reference
to the existing policy framework. This second chapter gives particular attention to
the SMSC, underlining their advantages and weaknesses when it comes to
implementing strategies regarding the cultural and creative sectors.
In its third part, the study elaborates on existing initiatives to look at the ways such
initiatives promote artistic creativity in these urban territories contribute to local
development.We illustrate how culture projects set up in small European cities have
contributed to social innovation, economic growth, image or internationalisation.
Finally, the study builds its conclusions from the experiences run in cities of the
network in order to propose recommendations to overcome the obstacles
encountered locally in implementing culture-led initiatives.
