6. Undertake systematic evaluation
Both in terms of conception and management, it is important to carry out a
prospective strategic analysis of the initiative, to implement monitoring of each stage
and to set up evaluation tools to assess the results.
Ex-ante and ex-post evaluation of public investment seems all the more important
in a context of economic crisis. In a transparency and accountability approach there
is a major need to assess impacts and learn from results in order to develop
evidence-based policies and improve the efficacy and efficiency of public actions.
Besides, undertaking previous analysis and evaluation of the outcomes of the
project/policy ensures better implementation, accordance with the local framework
and avoids unpredicted situations.The achievement of goals should be checked not
only against economic indicators but also in terms of social and cultural returns on
society.
Last but not least, evaluation helps to better communicate on the processes and
results of the initiatives. In this way it is an important advocacy tool to gain further
support from stakeholders.
