Lately, the association has been extending its field of activity to the creative industries
and seeks more and more internationalisation.
Its strategic priorities include among others: human resources development in the
arts sector; the development of quality programme contents and created works; the
promotion of Croatian visual arts and art market the promotion of professional
interests and development of the association; educational actions, communication
and information (through collaboration with schools and academies, visits and
lectures with international artists and curators), and collaboration with the industry
and development of CCS (through the realisation of projects based on CCS models,
or the establishment of a fund for members /art workshops led by these).
Target beneficiaries:
Artists, local residents, tourists, cultural and educational
institutions.
Stakeholders:
HDLU is a non-governmental and not-for-profit union of
professionals.
Budget:
HDLU incomes (€227,698) are mostly financed by the Croatian Ministry
of Culture (36.5%) and the City of Zagreb (35.5%), sold tickets and catalogs (0.5 %)
and membership, donations, building rent, commission (27.5%).
Results:
HDLU aspires to become the city’s centre of creativity, the association is
working on enlarging its audience, developing private funding and diversifying the
uses of its building (e.g. hosting an independent urban gallery, using its façade as a
backdrop for events – including non-artistic ones). In 2012 and 2013, the association
organised 89 exhibitions, with 23 international artists and 66 artists from the region.
In 2011, HDLU set up the

Painting Biennale
in Zagreb, intended to showcase both
the Croatian painting scene and that of another country and city. HDLU has also
organised new initiatives in the fields of audience development to address societal
challenges or awareness-raising about environmental and responsibility issues. Despite
the reduction of public financing —which has had a significant impact on the projects
of the association—, HDLU keeps on organising a number of exhibitions every year
and working to promote social and ecological awareness as well as cultural heritage.

source of inspiration for cultural and commercial objectives.
Attractiveness of HDLU’s facilities (building and park), located downtown.
Collaboration with other museums and institutions on specific projects (e.g.
with educative, museums and scientific institutions for the European Day of
creativity)
Obstacles:
Budget reductions by the legislative body and lack of a private sector to ensure
the sustainability and growth of financing in culture.
Prohibition of some activities by the city authorities.
